On Thursday, the faculty union had planned to propose a no-confidence vote in the chancellor with a long list of complaints, according to the Havre newspaper. Limbaugh announced his resignation via an email sent out on Thursday. He had joined the school in April 2012, coming from Angelo State University in Texas.
